华北区甜菜生产布局、存在的问题、发展趋势及对策建议

摘　　要：简要概述了华北地区甜菜生产概况以及甜菜制糖企业和原料优势布局情况,种植甜菜的优势区域向阴山-丘陵-冷凉-干旱地区转移,形成"内蒙古阴山丘陵、河北坝上冷凉干旱甜菜产区"、"赤峰、林西平川丘陵旱作甜菜产区"、"兴安岭南平川、丘陵、干旱甜菜产区"和"山西燕北大同、朔州平川盆地灌溉甜菜产区"四大板块。总结出"比较效益低,失去竞争优势"、"小农经济的影响"等7项制约区域甜菜产业发展的主要因素及问题,同时展望了国内外甜菜生产发展状况及趋势,并进行深入思考。最后就华北地区甜菜产业发展提出"集约种植、大力推进甜菜机械化,是甜菜可持续发展的关键"、"以科技为支撑,全面提升华北区甜菜栽培技术水平"等6项有力措施与建议。The paper made a brief overview of sugarbeet production situation and the situation of beet sugar enterprises and raw material advantage layout in the North China area. The sugarbeet planting dominant area transferred to Yinshan-hilly-cold-drought area, and the four regions including the ＂hills of the Yinshan Mountain, Inner Mongolia, Hebei Bashang cold drought Sugarbeet areas＂, ＂Chifeng Linxi hills Pingchuan dry sugarbeet producing areas＂, ＂Lingnan Xing＇an Hirakawa, hilly and arid Sugarbeet areas＂ and ＂Shanxi Yanbei Datong, Shuozhou Pingchuan basin irrigation of sugarbeet areas＂ had been formed. And seven factors and problems which restricted the development of sugarbeet production had been summarized. And consideration of the situation and development trend of sugerbeet production in China and the world were described. At last, the paper put forward recommendations for the development of sugrbeet production in the north China region.
