摘 要:甘肃省新能源发电装机容量逐年增加,弃风弃光现象日益严重,如何提高新能源消纳比例成为一个亟待解决的问题。为此通过分析甘肃省高载能企业的可调度性验证了新能源就地消纳的潜力,介绍了智能园区作为就地消纳新能源的技术支撑的建设情况及成果;总结了以"清洁替代"为主、以"电能替代"为辅的"两个替代"战略的实施模式及成果;对包含新能源发电机组、高载能负荷、热电联产、热储能负荷的智能工业园区进行建模,考虑机组运行成本、碳排放惩罚成本、新能源发电波动成本、需求响应补贴成本等,以电网侧的整体运行成本最低为目标进行源荷互动优化调度。通过算例的仿真,得到了各个机组的联合调度模式以及热电负荷之间的配合方式,证明了智能工业园区就地消纳新能源的可行性。Installed capacity of renewable energy resource(RER) generation in Gansu province has increased year by year while RER abandonment becomes more and more serious. Thus improvement of RER consumption proportion becomes an urgent problem. This paper analyzed schedulability of high-load users, verifying local RER consumption potential, and introduced construction situation and achievements of Gansu smart industrial districts as technical support of RER local consumption. It summarized implementation models and results of "Double Alternative" strategy, i.e. "clean alternative" and "electricity alternative" as supplement. The model contained renewable energy generating sets, high-load users, combined heat and power and thermal energy storage capacity in smart industrial districts. Considering costs of generating unit operation, carbon emission penalty, renewable energy generation fluctuation and demand response subsidy, optimal scheduling methods were designed based on grid operating cost minimization. Through example simulation, joint scheduling model of each unit and coordination mode of thermal and electricity loads was acquired, thus proving feasibility of RER local consumption in smart industrial districts.
