摘  要:为全面评价智能配电网建设和发展的水平,在分析智能配电网特点的基础上,综合考虑配电网智能化实际建设的各个层次及其关键要素,将其建设和管理定义为由基础设施层、测控网络层、管理层和效果层组成的4层次系统,并基于这样的层次划分,构建了智能配电网层次化综合评价指标体系及各层评价指标集。同时,针对该评价指标体系,提出了适用于单目标评价的改进序关系分析法(G1法)与优劣解距离法(technique for order preference by similarity to an ideal solution,TOPSIS)相结合的综合评价方法。该方法运用改进G1法确定权重,并对TOPSIS评价方法进行改进,使评价结果更加精确。最后,将所提方法应用于某地智能配电网评价,结果表明,该指标体系及评价方法可以为智能配电网的建设和改善运行提供依据,从而服务于智能配电网的精细化管理。For deeper and more comprehensive evaluation of construction and development of smart distribution grid, based on analysis and understanding of smart distribution grid characteristics, considering various levels and key elements of intelligent power distribution network, its construction and management were defined as a four level system, composed of infrastructure, network, management and effect layers. Based on hierarchical classification, smart distribution grid evaluation index system was constructed. Combined with characteristics of hierarchical evaluation index system, this paper proposed an improved order relation analysis(G1) and TOPSIS(technique for order preference by similarity to an ideal solution) method, suitable for single objective evaluation. This method was used to determine index weight and make the improved TOPSIS method more accurate. Finally, taking a smart distribution network as example, it is evaluated with the proposed method and evaluation results were analyzed. Result shows that the index system and the method provide foundation for construction and improvement of intelligent distribution network, and serve for fine management of intelligent distribution network.
