摘　　要：针对目前城市建设部门所管理的数据量大、管理应用方式落后的问题,该文以唐山市为例,采用面向服务架构技术、海量空间数据网格化管理技术、三维空间数据模型组织技术、大数据可视化等关键技术,设计并实现了唐山市三维城市规划决策系统平台。该系统充分考虑城市建设中海量数据的管理及应用,以数字正射影像图、数字高程模型、城市三维模型、地形图等基础地理数据为基础,结合地下管线、规划等行业信息建立地理信息数据库,在此基础上进行系统开发,实现了海量三维数据浏览、管理、三维空间分析与辅助决策等功能。In order to solve the problem of large volume of data and the behind way of management in the process of urban construction, this paper designed and developed Tangshan three-dimensional planning decision platform using service oriented architecture（SOA）technology. This system considered massive data management and its application in process of urban construction, constructed the geographic informa tion database based on digital orthophoto map（DOM）, digital elevation model（DEM）, 3D model, topographic maps combining with underground pipeline and planning data, then developed the system and realized the function of massive data browsing, management, three-dimensional spatial analysis and decisionmaking. The establishment of this system provided a platform for the urban planning and management department, which greatly improved the work efficiency.
