摘 要:文章基于手工收集的1994—2012年中国各省纪检监察部门信访执纪数据,分别以万人信访举报数和举报查处率来度量各地的腐败程度和反腐力度。研究发现:(1)虽然中国的腐败蔓延趋势并未得到根本遏制,但自1998年以来腐败规模总体上呈下降趋势;(2)中国整体的举报查处率保持在10%~13%,并不存在所谓的“周期性”问题;(3)腐败会严重损害各地的经济增长率;(4)提高反腐努力确实能够在一定程度上有效地抑制腐败;(5)反腐行动没有阻碍地方经济发展,反而促进了人均投资增长率。这说明腐败不是中国经济增长的帮助之手,而中国有必要持续加大反腐力度。We manually collected the data of complaints flied by letter or in person by the public to provincial commissions for discipline inspection from 1994 to 2012, in order to measure the level of corruption and anti - corruption efforts by complaints filed by letter or in person by ten thousand citizens and the ratio of the complaints being handled. Based on the data, we find that: ( 1 ) although corruption in China has not been suppressed fundamentally, the level of corruption in China is on a downward trend in general since 1998; (2) the ratio of complaints filed by letter or in person handled remains at 10 - 13%, which implies that there may be not the so - called "cyclical" problem in anti - corruption actions ; ( 3 ) corruption damages economic growth ; (g) anti - corruption efforts effectively suppress corruption; (5) anti - corruption actions don't hinder economic growth, and can even improve the growth of per capita investment. These results imply that corruption does not facilitate China's economic growth, and that China's anti -corruption efforts should be strengthened.
