摘 要:信访是一项承载了中共执政理想的本土化、内生性的政治制度,在国家治理体系中居于基础性地位。当前,在极其复杂的政治社会生态下,信访治理领域乱象丛生,广受社会诟病,并引发了关于信访存废的持续论争。其实,由于对社会问题的吸附,信访所呈现的乃是整个制度体系的治理焦虑,它制度化地减缓了社会矛盾的巨大冲量,承受了整个社会治理低效和失灵的代价。而应对治理困境,需要重温和反思信访原初的设计理念,尤其是在信访的政治、法治、治理等原则中形成新的共识。Xinfang is a native and endogenous policy which occupies the basic position in the CPC's political ideology and governance system. Currently, accompanied with the extremely complex sociopolitical ecology, xinfang governance is in confusion and being criticized by the whole of society. It also causes a continued debate about the existence or abolition of xinfang itself. In fact, xinfang has showed the governance dilemma of the en- tire institutional system for its absorbing many social problems. It institutionally slows down the huge impact of social conflicts thus bears the entire cost of governance inefficiency and even failure. The reviewing and rethin- king of the primary design of xinfang is necessary for getting out of the governance dilemma, and forming new consensus among political, rule of law and governance principles is particularly important.
