摘　　要：新《中华人民共和国安全生产法》和《中华人民共和国环境保护法》的实施,给石油工业的发展带来严峻的挑战。为减少生产安全事故和环境污染,监督要与HSE安全员共同承担安全环保责任。介绍了监督的现场安全环保职责,通过对监督新"两法"及井控安全检查,保证监督发挥作用,减少井下复杂状况、井喷、环境污染等,取得了显著效果。The implementation of the new ＂Safety Production Law of the People＇s Republic of China＂ and ＂the Environmental Protection Law of the People＇s Republic of China＂ has brought serious challenges to the development of the petroleum industry. In order to reduce the production accidents and environmental pollution, the supervisor should bear the responsibility of safety and environmental protection with the HSE security staff. The safety and environmental protection responsibility in the site supervision is introduced, and the significant effect in the reduction of downhole complex condition, blowout, environmental pollution is achieved through the supervision in the implementation of two new laws and the well control safety.
