整合照料理念下我国社区卫生服务中心托老科建设的设想

摘　　要：整合照料是欧盟各国近年在社会照料领域提出并推行的政策理念,目前已成为西方各国应对人口老龄化及慢性病的重要策略。在社区卫生服务中心建立托老科的模式既符合我国国情、是在医养结合养老模式上的创新,也符合国际整合照料新理念。该模式具有地理位置可及、医疗保健条件良好及社区资源丰富等优势,可满足长期护理的弱势老年群体及其家属的需求。本文结合国内外整合照料理论及发展现状,提出在我国社区卫生服务中心建设托老科的设想,分析了必要性及可行性,为建立新型养老模式提供参考。Integrated care is a concept that was proposed and put into effect insocial care recently by the European Union.It has become a strategy to deal with ageing population amt chronic diseases in western countries now. The mode of setting up elderly care department in community health service centers not only conforms to China＇s national conditions and is an innovationof domestic pension mode that combines medicinewith health care,but also is in line with theintemational integrated care. Studies confirm that the model has advantages of geographical position,good health care conditions and community resources etc. soit can meet the large demand of those elderly weakness requiring long-term care and their families.Tbis papelputs forward the idea of constructing elderly care department in community health service centers according to the development situation of theory and practice of integration care at home and abroad. The model development＇s necessity and feasibility are analyzed from innovating the pension model and developing community health service ｜hnction in order to provide the reference for establishing new pension model.
