摘  要:本文从对市场经济理论的剖析出发,提出实现市场化的目的、基本条件、市场竞争有效的前提和需要的规则等,指出目前学术界对市场化改革认识中的偏差与不全面之处。通过对我国油气行业市场化改革现状及突出问题的分析,结合理论研究的结论及我国油气行业实际,充分考虑行业特殊属性,提出强化市场化改革顶层设计、坚持渐进式的改革路径、建立油气市场定价机制和完善市场监管等相关建议。Based on theory analysis of marketization, this paper puts forward the aim of marketization, basic conditions, the rules of effective market competition and points out some deviations and misunderstandings about marketization in the current academic community. Through the analysis of current marketization situations and existing problems, combined with theoretical research and the reality of the oil and gas industry of China and considered the special attributes of the industry, this paper puts forward to strengthen the top design, to adhere to the market-oriented reform path of gradual reform, to set up the oil and gas market pricing mechanism, to perfect the market regulation and some other related suggestions.
