摘　　要：生态文明建设本质上是一个社会问题,中国的生态文明建设经历了一个认识不断深化、实践不断加强的过程,生态文明制度从无到有,从单纯的环境保护到可持续发展,再到科学发展,再到坚持绿色发展理念,推进美丽中国建设。尤其是党的十八届三中全会提出加快生态文明制度建设,是中国特色社会主义生态文明建设进入实质性推进的重要标志。Construction of ecological civilization is essentially a social problem. China＇s ecological civilization construction has experienced a process with deepening understanding and strengthening practice. The system of ecological civilization developed simple environmental protection to the scientific development and then to sustainable green development promotes the construction of beautiful China. Especially in the third Plenary Session of the 18 th CPC Central Committee,to speed up the construction of ecological civilization system is put forward,which is an important symbol of the real practice of ecological civilization construction.
