摘 要:本文采集中国煤炭行业2001年-2011年省际面板数据,使用方向性距离函数和Malmquist-Luenberger指数测算了安全规制下煤炭行业的技术效率、规制成本、TFP变化及其分解,并运用系统GMM方法对TFP的影响因素进行实证研究。研究结果表明:安全规制下煤炭行业整体技术效率水平偏低,地区间差异较大;各地区煤炭行业承受的规制成本不同,且整体呈上升趋势;煤炭行业TFP增长主要源于技术进步而非效率提高;施加安全规制后,效率恶化的程度有所改善,但技术进步受到抑制,导致TFP增速放缓;较高的规制成本和分散的产业结构对TFP产生负向作用;人均GDP与TFP之间存在U型关系。Based on the 2001-2011 provincial panel data of the Coal Industry in China, this paper uses the directional distance function and Malmquist-Luenberger index to study the technical efficiency, regulatory costs, TFP as well as its decomposition. Besides, we use the system GMM to study factors which have impact on TFE The results show that, the overall technical efficiency of coal industry constrained by safety regulation is low, and there exists significant differences between regions; Coal industries in various regions bear different regulatory costs, which show an overall upward trend; Technological progress rather than technical efficiency contributes to TFP growth; After the implementation of safety regulation, deterioration of technical efficiency is alleviated in coal industry, but technological progress is inhibited, resulting in a slow-down TFP growth; High regulatory costs and Decentralized industrial structure generate negative effect on TFP; The relationship between per capita GDP and TFP presents an U shape.
