长者经济特区的规划策略与实践——以绵阳仙海乐龄城为例

摘　　要：当前,我国已进入人口老龄化,老年人口快速增加,并且呈现出人口老龄化提前达到高峰、在社会经济不太发达状态下进入人口老龄化、在多重压力下渡过人口老龄化阶段的特征。在这一背景下,文章以"老有所为"为出发点,以促进老年人价值再实现为目标,提出了长者经济特区的概念,并在绵阳仙海乐龄城的规划中引入该概念,针对老年人既能作为消费者,又能作为生产者的现实状况,对绵阳仙海周边地块功能进行安排,构建了一个新型养老社区,以应对人口老龄化带来的挑战。China is entering aged society before maturity of socio-economy. Fast increase of senior population will pose multiple pressures to the society. In consideration of the realization of senior values, this paper presents the concept of senior special economic zone in Xianhai silver age city planning in Mianyang. Senior people are not only consumers of the society but also producers of values. The plan arranges nearby functions of silver age city, creates a new retirement neighborhood, to meet the challenges of population aging.
