摘　　要：产业园区作为当前中国沿海产业向中部地区转移的主要载体,能够有效地促进承接地区要素与产业的集聚,促进区域产业结构的转型与升级。为紧抓新一轮产业转移的机遇,适应当前经济发展新常态,产业园区的规划引导也需要顺势而为,寻求突破,以主动适应发展新诉求。文章结合河南省安阳市城乡一体化示范区产业小镇规划实践,基于对沿海产业转移方式及动力机制的分析、中部地区承接条件的梳理,提出以产业园区的全过程综合规划模式来谋划园区在产业引导、空间规划和开发实施等方面的内容,通过产业发展与空间布局的协调互促,以及可行性研究与投融资方案验证,优化规划方案,实现园区的市场化运营与管理。Industrial parks are major carriers of industrial transfer from coastal regions to central China. Industrial parks promote clustering and upgrade of local industries, and planning shall meet new requirements in the new normal situation. With the planning practice of industrial town in Anyang integrated urban-rural development model district, the paper analyzes the approach and driving force of industrial relocation, proposes a comprehensive planning model for industrial parks. Facilitated by feasibility study and investment and financing proposal, the plan integrates industrial development, spatial planning, and implementation, and realizes market operation and management of the industrial park.
