新型城镇化进程中的分配正义:来自于农民能力与政策保障的双重视角

摘　　要：新型城镇化进程中的分配正义问题,既涉及人民群众尤其是农民的直接利益,也是影响城镇化能否向纵深发展的重要症结,对于助推民族伟大复兴中国梦的实现具有重要的现实意义和深远的历史意义。可以说,新型城镇化进程中的分配正义不仅是形而上的价值引领,也是形而下的实践内容。分配正义不能自动生成,也不能自发实现。在新型城镇化进程中,农民能力不足和政策保障缺位是新型城镇化建设的核心议题,也是推进新型城镇化建设的瓶颈。我们必须未雨绸缪,精准剖析,寻良方、施良策,精准发力,迅速提升农民能力,迅速提升政策保障水平和质量,助推城镇化发展,进而助力于分配正义的实现。The new distributive justice problems in urbanization process,involving both the people especially the direct interests of the farmers,also affect the further development of urbanization can be an important problem,to boost the realization of the great rejuvenation of Chinese dream has important realistic significance and far-reaching historical significance. Can say,in the new urbanization distributive justice is not only metaphysical value guidance,and practice content of the physical. Distributive justice can automatically generate,nor spontaneously. In the new urbanization process,the ability of farmers is insufficient and policy guarantee the absence of problems are core issues of the construction of the new type of urbanization,and promote the bottleneck of the construction of the new type of urbanization. We must save for a rainy day,precision analysis,look for good,good,accurate,rapidly improve farmers' ability,rapidly improve policy safeguard level and quality,and boost the urbanization development,thus helping with the realization of distributive justice.
