“一带一路”背景下新疆阿拉山口口岸优势发挥的制约因素分析及措施建议

摘　　要：随着"一带一路"战略的提出,新疆阿拉山口口岸在国家向西开放进程中的前沿阵地和桥头堡地位凸显。目前,阿拉山口口岸优势发挥还存在以下制约因素:铁路运力不足,查验设施滞后,哈阿公路对接口岸设施建设滞后,双方对接能力不对称,口岸联检工作不同步,通关效率较低,劳动力不足,人力资源严重匮乏,产业层次偏低,经济集聚能力较弱。为了促进阿拉山口口岸优势发挥,提出以下对策建议:修建精—阿铁路复线,扩展和延伸阿拉山口的窗口效能,科学制定人才引进和培养战略,加大人才队伍储备,提高换装能力,实现双方口岸运输的通达性,制定新的联检制度,提高口岸通道运行效率,为边贸企业提供出口信贷担保。With ＂the Belt and Road＂ strategy is putting forward, in the process of China opening to the west, the frontier and bridgehead position of Xinjiang Alashankou port is more and more highlighted. At present, the Alashankou port advantage has also the following restritive factors ： lack of railway capacity, inspection facilities is lag; the construction facilities of Kazakhstan -Alashankou highway docking is lagging behind;both sides docking capability is asymmetrical, low efficiency of customs clearances, shortage of labors, lack of＂ human resources, low industrial level, weak economic concentration. In order to exploit the advantages of the Alashankou port, we proposed the following suggestions ： construct the Jinghe - Alashankou double - track railway, expanded the Alashankou window function, scientific develop the talent introduction and training strategy, in- creasing talent reserves, improve the ability of transshipment, realize the port transportation access, enacted new inspection sys- tem, and improve the efficiency of the port channel operation.
