摘 要:涉案林地面积大小是森林火灾案件、违法征(占)用林地和擅自改变林地用途等案件定性处罚的重要依据,研究其测量的精度和效率具有非常重要的意义。在分析全站仪测量的基本原理和精度的基础上,采用查阅文献、实地调研、实地研究等方法,对全站仪在测量涉案林地面积方面的应用进行研究。结果发现,全站仪测量林地面积的精度较高,测量结果稳定,受环境条件影响小,在一个制高点上可看到现场边界上各点时,测量效率高,数据处理快;但当遇到测站点与目标点不通视时,全站仪需要不断搬站,影响测量的精度和效率。全站仪个体较大,价格较高,影响了其在森林公安基层单位的使用。建议可生产小型化的全站仪,使用时可将全站仪与RTK-GPS配合使用,提高涉案林地面积测量的精度和效率。Incriminating woodland areas are used as basis of qualitative penalty in dealing with forest fire, illegal occupation of forest land and unauthorized changes in the use of forest land cases,etc. It has very important significance to study the accuracy and efficiency of the measurement. Based on the analysis of the basic principle and precision of total station instrument measurement, and the application of total station in measuring woodland areas was studied with document retrieval, field investigation, and experimental method. The results showed that total station can accurately measure woodland areas, and the measuring results were less affected by environmental conditions. The efficiency of measurement and data processing with total stations was high when each point in border can be seen in a commanding point. Total stations need keep moving when each object point cannot be seen in survey site, which would affect the precision and efficiency of measurement with total stations. Moreover, larger volume and higher price of total station constrained total station' s application in basic units of forest police. Therefore, miniaturizing total station in combination with RTK- GPS can improve the precision and efficiency of measuring woodland areas.
