湖南省国家湿地公园分类分区管理探讨

摘　　要：经过十多年的快速发展,我国国家湿地公园已经由数量快速增加阶段向质量稳步提升阶段发展。在国家湿地公园质量稳步提升阶段,从宏观尺度对其进行分类分区管理至关重要。本文以湖南省为例,选择自然地理条件、本底资源条件、社会经济条件和交通条件4个方面的11个指标,运用聚类分析方法,并借鉴其它空间分区成果,对湖南省国家湿地公园的分类分区管理进行了初步探讨。结果表明:1现阶段湖南省60个国家湿地公园可以归类为保护利用型、利用保护型、水源涵养型、利用宣教型和重点保护型5类,其中保护利用型湿地公园数量最多。2从管理的角度出发,在空间上把湖南省国家湿地公园划分为环洞庭湖区、湘东山地区、湘南山地区、湘西山地区、相中丘陵山地区和长株潭城市群区6个区,其中环洞庭湖区国家湿地公园数量最多。3根据不同类型、不同分区国家湿地公园的现状和特点,有针对性地提出了相应的分类管理和分区管理对策,希望能对现阶段湖南省国家湿地公园的宏观管理有一定的指导作用,也希望为国家层面开展国家湿地公园的分类分区管理提供思路。After more than ten years of rapid development, the development focus of national wetland parks in China have gradually turned from the stages of rapid increase in the number to the stages of steady improvement in quality. In the stages of steady improvement in quality, the classification management and space partitioning management of national wetland parks from the macroscopic scale, is essential. Taking Hunan Province as an example, by using the method of cluster analysis, selecting 11 indexes of natural geographical conditions, resource conditions, social and economic conditions and traffic conditions in 4 aspects, and referencing other space partition results, the preliminary study of classification and partition management of national wetland parks in Hunan Province was mad. The results show： （1） The 60 national wetland parks in Hunan province can be classified as ＂type of protection-oriented utilization＂ , ＂type of utilization-oriented protection＂, ＂type of water conservation＂, ＂type of utilization-oriented propaganda and education＂, and ＂type of key protection＂ 5 types, in which the largest number is the ＂type of protection-oriented utilization＂ . （2） From the point of view of the management, the national wetland parks in Hunan Province are divided into ＂Ring in Dongting Lake Area＂ , ＂Eastern Mountain Area of Hunan＂ , ＂Southern Mountain Area of Hunan Western Mountain Area of Hunan＂ ＂Central Hilly and Mountainous Regions of Hunan＂ and ＂Changsha-Zhuzhou-Xiangtan Urban Agglomeration＂ 6 partitions in space, in which the largest number is the ＂Ring in Dongting Lake Area＂ . @ According to the status and characteristics of different types of national wetland parks in different regions, the corresponding classification management and partition management countermeasures of national wetland parks in Hunan Province was put forward, with the hope not only to provide guidance of the macro management of national wetland parks in Hunan Province at present, but a
