生态文明建设背景下的政府模式选择

摘　　要：现实的民生需求是政府模式选择的现实依据,经济增长的"生态失败"急需进行生态文明建设,推动着当下政府模式的转型。政府模式转型的方向取决于生态文明建设的价值追求。生态文明建设内在的要求在价值取向上实现生态理念与民生理念的融合统一,从行动上要促进生态民生化,从目标上要追求民生生态化,内在的要求构建生态民生型政府。生态民生型政府是追求多重价值维度的正义、融管理与服务为一体、追求多种政府模式目标的统一和融合、体现社会主义本质内在要求的政府模式。The demand of people＇s livelihood is the basis for the choice of the mode of government. The ＂ecological failure＂ of the economic growth is badly in need of ecological civilization construction and pro- motes the transformation of the current government mode. The direction of the transformation of the govern- ment mode depends on the value pursuit of the construction of ecological civilization. The connotation of eco- logical construction of ecological civilization decides that it needs to realize the fusion of ecological concept and the people＇s livelihood concept from value orientation, promote people＇s ecological livelihood from the action, and pursue the people＇s ecological livelihood from the goal. The ecological livelihood construction needs to construct ecological livelihood oriented government. The ecological livelihood oriented government is the kind of government which pursues justice of multiple value dimensions, combines the management and service, pursues the integration of multiple government modes and the value of the people＇s livelihood orient- ed government, and reflects the inherent requirement of the essence of socialism.
