摘 要:完善水源保护区生态补偿政策,是当前国家构建重点领域生态补偿机制的新要求。文章在国内外生态补偿政策回顾的基础上,结合大伙房水库水源保护区的问卷调查和入户访谈资料,对水源保护区生态补偿政策展开研究。大伙房水库水源保护区生态补偿存在严重的结构性政策缺位,为尽快建立起有利于地区间、群体间生态效益和经济利益协调分配的补偿机制,应采取多元化的补偿方式,适当提高补偿标准,拓宽融资渠道,完善政策法规设计并做好补偿资金的管理。To improve the ecological compensation policy of the water conservation area is the new requirements for building the ecological compensation mechanism in key areas. This paper studies the water conservation ecological compensation policy on the basis of ecological compensation policy review at home and abroad, and combines with in-home interviews and questionnaire data of Dahuofang Reservoir water conservation district. There exists serious absence of structural policies of the current ecological compensation. To establish a compensation mechanism which is conducive to coordinated distribution of ecological benefits and economic benefits between regions and groups as soon as possible, we should adopt diversified compensation mode, increase the compensation standard, broaden the financing channels, improve the laws, regulations and policies design and make the management of compensation funds.
