“一带一路”倡议下中亚区域经贸合作机制比较与对接研究

摘　　要：中亚区域是"一带一路"建设的核心区域。欧亚经济联盟、中亚区域经济合作和上海合作组织作为主要合作机制都在推动着中亚区域经济合作。文章梳理和比较了这三种合作机制的组织构成、合作领域、运行模式以及合作绩效,认为中亚区域主要经贸合作机制在合作领域上具有高度重叠性,在合作绩效上具有显著差异性,合作空间广阔。在促进中亚经贸合作机制对接方面,建议加强上海合作组织与中亚区域经济合作在区域基础设施建设、贸易便利化和区域标准一致化等重点领域的合作;建立中国欧亚经济联盟自贸区,加强一体化合作;促进上海合作组织与欧亚经济联盟对接,加快基础设施、能源、旅游和教育等领域的互联互通建设。The central Asia region is the core area of the ＂Belt and Road Initiative＂. As the main cooperative mechanisms, Eurasian Economic Union （EAEU） , Central Asia Regional Economic Cooperation （CAREC） and Shanghai Cooperation Organization （SCO） are all promoting the central Asia regional economic cooperation. This paper reviews and compares their organizational structure, cooperation fields, operating mode and cooperation performance. The study suggests that the three central Asia regional economic cooperation mechanisms are highly overlapping in their cooperation field and have obvious differences in their cooperation performance, with a wide potential for cooperation. This paper suggests that SCO and CAREC should strengthen their cooperation in the key areas such as regional infrastructure construction, trade facilitation, harmonization of regional standards, etc. It further suggests the establishment of China-EAEU Free Trade Area （FTA） to strengthen the integration cooperation. It is recommended to promote the connection of SCO and EAEU to speed up the construction of interconnection in infrastructure, resources, tourism, education, etc.
