摘　　要：随着时间来到2016年的最后一个季度，世界的变化比很多人想象得要快。我们有很多乐观的理由，但是国际社会也面临着一些挑战。尽管全球治理正在逐步改善，冷战思维仍然存在。国际金融动荡和恐怖主义仍然是主要问题。西方面临着显著的社会经济衰退。美国即将举行的总统大选也会制造一些不确定性。As we head into the final quarter of 2016 the world seems to be changing more quickly than many imagined possible. There are causes for optimism but there are also severe challenges facing the international community. While global governance is improving Cold War attitudes remain. International financial instability and international terrorism are major concerns. The West faces significant socio-economic deterioration. The upcoming elections in the United States create uncertainty.
