生态文明视角下雾霾治理的博弈分析

摘　　要：生态文明建设已上升为国家战略,但是我国工业化进程中出现雾霾天气并没有得到明显改善。以此为出发点,在完全理性人、有限理性人和经济上完全理性、生态环境上非理性人三元一体的理念下,设计完全理性中央政府与有限理性地方政府间的博弈模型、有限理性地方政府与经济上完全理性、生态环境上非理性的企业博弈模型以及经济上完全理性、生态环境上非理性的企业之间博弈模型,来研究生态文明视角下治理雾霾的方法。The development of ecological civilization has been raised up to a national strategy, but the foggy haze weather has not been improved obviously in the process of industrialization in China. Based on the tertiary integrated concept of the entirely rational people, the limited rational people and the people who are economically entirely rational but irrational on the ecological environment, this paper designed three game models： the entirely rational central government and the limited rational local government, the limited rational local government and the enterprise that is economically entirely rational but irrational on the ecological environment, and the enterprises which are economically entirely rational but irrational on the ecological environment. These game models are proposed to study the haze control methods under the perspective of ecological civilization.
