摘 要:从2014年底开始,我国展开了新一轮的港口收费改革。本文分析了新一轮港口收费改革的动力:一是党的十八届三中全会确立市场在资源配置中的决定性地位;二是我国外贸现阶段所面临的严峻形势。市场导向作为新这一轮改革的根本方向,降费减负作为短期目标,规范征费作为内在保障,价格监管作为外在约束,共同构成了港口收费改革的内在逻辑体系。本文提出市场化将是我国相当长一段时间内港口收费改革的发展导向。同时,价格等相关主管部门在规范、引导港口收费及市场正常运行的过程中发挥着不可或缺的重要作用。From the end of 2014 to the end of 2015,China launched a new round of port charges reform.The external political motivation of the reform is the deterministic role of the market when allocating the resources which was acknowledged by The Third Plenary Session of the Eighteen.The external economic motivation is the grim situation faced by Chinese foreign trade at present.Market orientation as the reform's fundamental direction,dropping port charges as the short-term goal,normative levy as the internal guarantee,dynamic adjustment as the practical need,price supervision as the external constraint,they jointly constitute the internal logical system of Chinese port charges reform.The reform has its inevitability of the reality and the marketization will be the developmental orientation of the reform from the long-term perspective.Besides,the transportation,price administrations play an indispensible role of regulating and guiding the normal operation of the port charges market.
