我国海域使用权基准价格的动态更新研究

摘　　要：我国于2007年3月1日开始实施海域使用权基准价格制度。近十年来,影响海域使用权价格的各种因素发生了很大的变化,但我国的海域使用权基准价格却没有随之更新,海域基准价格的现势性不强,与我国快速发展的海洋经济不相适应,已经成为我国海域使用权价格管理中的一个亟待解决的问题。本文在阐述海域使用权基准价格动态更新必要性的基础上,探讨我国海域使用权基准价格动态更新的程序和三种技术途径(以市场交易价格、海域收益、海域价格指数为依据更新海域基准价格),提出关于海域使用权基准价格的动态更新制度化、更新过程规范化、动态监测智能化和更新信息社会化的政策建议。The system on the benchmark price of the right to use sea areas in our country started on March 1,2007.In nearly a decade,the various factors influencing the price of the right to use sea areas,great changes have taken place,but the benchmark prices of the right to use sea areas in our country have not updated,this kind of situation with the rapid development of our country＇s marine economy does not adapt,has become a problem to be solved in the price management of right to use sea areas in our country.On the basis of the necessity analysis on the dynamic update of the benchmark price of right to use sea areas,the process and three kinds of technology methods（Including the update based on market price,marine resources operating earnings and the price index of marine resources） on the dynamic update of the benchmark price of right to use sea areas in our country were discussed,the policy suggestions on dynamic update institutionalized,update process standardization,Intelligent dynamic monitoring,update information socialization were put forward in this paper.
