摘　　要：中国经济新常态已进入以供给侧结构性改革为主线的发展关键期,而空间规划则是这一时期政府主导公共政策和公共产品,进而配置资源的"牛鼻子"。按照中央全面深化改革领导小组的战略部署,京津冀协同发展空间规划已经启动,而其中的关键是通过供给侧结构性改革,拓宽空间发展公共产品的有效供给,以应对多重而复杂的严峻挑战,加快与"一带一路"愿景与行动、环渤海合作规划、国家主体功能区规划等经济地理空间结构的有效衔接,提升京津冀协同区域的辐射和带动作用,建立与全国、全球互动的世界级城市群体系,从而实现开放型京津冀空间战略新格局。中国已经进入以空间规划体系为主导的"多规合一"、空间结构优化、空间秩序协同、空间力量重构新时期。China＇s＂new normal＂economy has come into the key development period that focusing on the supply-sidestructural reform. At the same time, spatial planning play the role of＂ox muzzle＂in supplying public policy, public goods,and resource allocation dominated by government. According to the strategic decision of the Central ComprehensivelyDeepen Reform Group, Beijing-Tianjing-Hebei region joint development space plan has been activated. The key method issupply-side structural reform, and expanding the efficient supply of spatial development public good. Through theseprocess, the main purpose is to deal with the multiple and complex challenging; speed up the efficient linkage with＂ theBelt and Road Initiative＂ vision and action, Bohai region cooperative planning, and national main function divisiongeography economy spatial structure; improve the radiation and promotion of Beijing-Tianjing-Hebei joint region; and createthe world class metropolitan coordinating region, which has domestic and global interaction. Then, the new open pattern ofBeijing-Tianjing-Hebei space strategy is realized. China has entered a new period that characterized by thespace-planning-oriented system, including＂variety of rules as one＂, spatial structure optimizing, spatial order collaboration,and spatial power reconstruction.
