摘　　要：作为我国投资体制改革的重要举措之一,政府投资项目代建制非常适合我国市场经济发展的需要,在提高政府投资项目管理效率方面发挥了重要作用,但在实践中还存在一些问题。本文提出了在代建单位管理费的收费、代建单位成本控制、政府投资项目对代建单位的选取、代建单位财务管理、代建单位与投资单位和使用单位的权责划分等方面的问题,并针对这些问题提出了一些建议,希望为代建制的完善提供参考。As one of the important initiatives of the investment system reform, government investment project agent is very suitable for the needs of China＇s market economy development, and has played an important role in improving the efficiency of government investment project management, but there are still some problems in practice. This paper points out the problems in charge of agent unit management fee, agent unit cost control, agent unit selection, agent unit financial management, and division of responsibilities of agent unit, investment unit and end- user, and proposes some suggestions, hoping to provide a reference for the improvement of agent-construction system.
