离岸服务外包、承接国异质性与中国制造业异质劳动力就业——基于行业面板数据的经验研究

摘　　要：基于由WIOD数据库整理所得的1995～2011年中国制造业行业面板数据，文章从整体就业和不同技能劳动力就业两个维度实证分析了离岸服务外包的就业效应。研究发现：总体而言，离岸服务外包具有技能偏向型特征，因为离岸服务外包有助于高技能劳动力就业，而抑制了低技能劳动力就业；离岸服务外包对就业的影响具有显著的承接国异质性，由发达国家承接的离岸服务外包对中高技能劳动力就业具有显著的促进作用，而由发展中家承接的离岸服务外包与其恰好相反；无论从不同技能劳动力就业视角还是从不同承接国视角来看，离岸服务外包对就业的替代效应均显著为负，而效率效应均显著为正。Using China's manufacturing industry panel data resulting from WIOD database from1995 to 2011,this paper makes empiri-cal analysis on employment effects of offshore service outsourcing from two dimensions of overall employment and different skilled labuor. The study finds that:( 1) Overally,offshore service outsourcing has a skill-biased characteristic,because offshore service outsourcing is good for employment of high-skilled labour,and produces the suppression for employment of low-skilled labour.( 2) Affect of offshore service outsourcing on employment has significant heterogeneity of undertaking countries. Offshore service outsourcing undertaken by developed countries has a significant role in promoting employment of high-skilled labour,but offshore service outsourcing undertaken by developing countries has opposite affect.( 3) whether from perspective of the employment of different skilled labour or from perspectives of different undertaking countries,the substitution effects of offshore service outsourcing on employment are significantly negative,while the efficiency effects are significantly positive.
