摘　　要：为更好的把握煤炭矿区总体规划的编制重点,分析了国家近几年颁布的《煤炭矿区总体规划管理暂行规定》、《关于修改<产业结构调整指导目录(2011年本)>有关条款的决定》等相关规定。结合煤炭行业地质勘查和矿区总体规划规范等相关要求,明确了矿区边界确定、井(矿)田划分和规划生产能力的原则,详细介绍了矿区勘探程度计算方法,并根据《全国主体功能区规划》等提出了敏感保护目标的处理原则。In order to better grasp the key points of overall planning compilation for coal mining area, the relevant regulations issued in recent years were analyzed,combined with the relevant requirements in specifications for geological prospecting of coal industry and coal mining area overall planning,the principles for boundary determination,mine field division and production capacity planning were defined,the calculation method of mine prospecting degree was introduced,and the treatment principle of sensitive protecting objectives was proposed according to the ＂National main functional area planning＂.
