摘 要:结合区域实际引入生态服务价值系数和敏感性指数进行验证,根据商洛水源地规划基年和规划目标年的土地利用变化,采用生态系统服务价值法评估商洛水源地土地利用总体规划(2006—2020)实施后生态系统服务功能总价值变化及其产生的环境影响。结果表明:在规划期内,未利用地和建设用地的动态度较大,分别为-3.07%,1.00%,方案实施后主要土地类型是林地和耕地;2005—2020年生态系统服务总价值呈增长趋势,2020年比2005年增加了101 428万元,其中林地和园地生态系统服务价值分别增加了119 575,89万元,耕地、牧草地、未利用土地和建设用地分别减少了6 416,235,9 389,2 196万元;各种生态服务功能价值除食物生产减少外,其余均呈增加趋势;规划期间各土地利用类型的敏感性指数均<1,说明引用的生态系统服务价值系数可行。商洛水源地土地利用总体规划(2006—2020)方案实施后会产生良好的生态效益,未利用土地和耕地向建设用地转化以及86.59%林地对区域社会经济环境影响值得探讨。This paper used ecosystem service value and sensitivity index to assess environmental impact of the new general land use planning of the water source area of Shangluo in 2006-2020, through applying the ecosystem service value estimation method, based on the land use change in the base year and the last year of the water source area of Shangluo. The results showed that during the planning period, the dynamic degrees of the unused land and construction land were quite large, with the absolute values being -3. 07%o and 1.00%, respectively, indicating that during the planning period. The compositions of land use types showed that the forest land and farmland were the main land use types of the water source area of Shangluo from 2006 to 2020. The total value of the ecological system service presented an increasing trend, with an increase of 1. 014 28 billion yuan from the last year to the base year of the planning period. Among them, the service values of forest land and garden plots respectively increased by 1. 195 75 billion yuan and 890 thousand yuan, and the farmland, grassland, unused land and construction land were respectively reduced by 64.16 million yuan, 2. 35 million yuan, 93. 89 million yuan and 21. 96 million yuan. The values of various ecosystem services all increased except that of food production showing a decreasing trend. The sensitivity indexes of the various land use types during the planning period were all less than 1, indicating the feasibility of applying the changes of the values of the ecosystem services. The ecological environment impact of land use planning in the water source area of Shangluo (2006-2020) were positive. It is worth further discussing that the impact of the conversion of unused land and cultivated land to construction land and the effect of 86.59% forest land on regional economic and social environment.
