新生代农民工养老保险现状及对策分析

摘　　要：通过对新生代农民工与传统农民工的特点进行比较分析,发现新生代农民工在学历教育、工作状况以及价值形态方面较之传统的农民工都有了显著的提高,而新生代农民工的养老保险仍存在着诸多问题,如参保意识薄弱,参保率低,退保率高,养老保险待遇有失公平等,其原因有自身、企业和政府等方面。解决新生代农民工的养老保险问题的对策:提高新生代农民工对养老保险的认识程度;提高新生代农民工的工资水平;加大监管力度;创新城乡养老保险接续途径;扩大养老保险在新生代农民工群体中的覆盖面;降低养老保险的缴费率。Based on the comparative analysis of characteristics between new generation and traditional migrant workers, the results show new generation of migrant workers have improved more significantly in terms of degree education, working status and value form than traditional migrant workers. However, endowment insurance of new generation of migrant workers still has many problems in terms of weak insured consciousness, low insurance rate, high surrender rate and unfair pay, which have their own, enterprise and government reasons. In order to solve the problem of endowment insurance, the government should increase their understanding degree, improve the level of wages, intensify supervision, innovate the following way of urban and rural endowment insurance, expand coverage and reduce the contri- bution rate.
