俄罗斯民生制度改革对我国民生建设的启示研究

摘　　要：俄罗斯在向市场经济转型的20余年中,多次对民生制度进行了改革。养老保障、医疗保障以及住房保障是解决民生问题的关键所在,世界上其他国家在解决民生问题上,也多予之制度保障和法律保障。经济转型时期以及全面深化改革时期的中国与俄罗斯有许多相似之处,因此,借鉴俄罗斯等其他国家的优秀经验无疑是十分有利和十分必要的。In the more than 20 years economic transforming process, Russia has carried out several reforms on the people＇s livelihood, whose core lies in old-age security, health care, and housing security. Other countries in the world also pay more attention to deal with the problem of the people＇s livelihood, and give more system guarantee and legal protection. In the economic transformation period and comprehensively deepen reform period, China and Russia have many similarities. Therefore, it is very helpful and very necessary for China to draw lessons from other countries such as Russia＇s outstanding experience.
