公益性科研机构治理中的政府责任缺失及完善

摘　　要：当前,我国公益性科研机构发展中所面临的公共知识产品供给不足、公共科技服务能力短缺等问题,从根本上说,是政府管理角色错位、职能界定不清和职责履行不力造成的。既然政府参与公益性科研机构的治理具有明显的合理性和合法性,政府就应该从自身的职能定位出发,在制度供给、监管规制、财力保障等方面切实履行职责,确保公益性科研机构的运作符合政府角色期待和公益性价值目标。At present,the development of public scientific research institutions in our country is facing the problem of insufficient supply of public knowledge products and the shortage of public service capacity of science and technology. Fundamentally speaking,that is caused by the role of the government management dislocation,poorly defined functions and poor performance. Since the government to in the governance of public scientific research institution has obvious rationality and legitimacy,th govement should start from its own functions,in terms of system supply,regulatory regulation,financial security and other aspects of the effective performance of their duties,to ensure that the operation of the public scientific research institution is in line with the government＇s role expectation and the value goal of the public.
