摘  要:近年,我国国家农技推广供给效果欠佳。这主要是因为部分国家农技推广人员职业自信心缺乏、对小农存在一定偏见、敬业思想不足,同时存在较强的工资外收入追求思想,从而实施零行为供给所致。因此,国家应采取以农业从业人员服务满意度作为考核农技推广管理者政绩的主要标准,改革乡镇国家农技推广管理体制和村级农技员制度,制定根据农业从业人员年龄、受教育程度及需求状况供给的国家农技推广机构工作程序,以及建立按农业从业人员满意度分配收入的绩效工资制度等措施,消除他们零行为供给的思想根源,堵塞农技推广人员零行为供给滋生的制度漏洞,使其主动弃零向正。In recent years, the supply effects of the national agro-technical extension(NATE) in China isn't as desirable as expected, which has largely been due to the zero behavior supply of some NATE staff. This behavior derives from factors such as their lack of professional self-confidence, heavy bias against small farmers, deficiency of professional thought and stronger ideas to obtain extra-wage income. Therefore, the state should assess how productive the NATE governors' output is to farmer service satisfaction, reform the management systems of the town NATE institutions and the village agro-technician, and create the NATE institutions' supplying procedure in accordance with age, the literacy levels and demands of the farmers and a merit payment system based on farmer satisfaction. These measures will desirably get rid ideological tendencies that have been the root cause of the zero behavior of the NATE staff, eliminate the NATE system that have contributed to this behavior, and force these staff to abandon this behavior and actively fulfill their duties.
