纪委同级监督的过程机理及有效性研究

摘　　要：纪委对同级党委的有效监督一直是基层纪检监察工作一个难题。从分析纪律监督行为的全过程机理入手,发现监督行为包括四个阶段:监督动力的产生、违纪行为的发现、违纪行为的处置和监督结果的反馈,而每一个阶段都需具备一定的条件才能保障有效监督的形成。具体做法是:保障核心利益以增强监督动力,保障信息获取以提高发现能力,保障处理权限以制约处置权力,保障追责力度以防止打击报复。It has always proved to be of great difficulty at the basement level for the discipline inspection commission to supervise its counterpart Party committee. Researches into the motives of supervision, discovery and management of breaches of disciplines and the feedback of final results yield the discovery that effective supervision can be realized on the four conditions, namely, motives of supervision, abilities in making discoveries, power of management, and the protection of supervisors. On the basis of the management of the mechanism of the supervising process and the establishment of the guaranteeing mechanism for its realization, the path to effective supervision of counterpart Party committees should be like this： guaranteeing of core interests for the enhanced supervising motives, assured attainment of information for the improved ability for discovering problems, clear boundaries for a limited power of management, and unavoidable punishment of revenges for strengthened protective measures.
