高校党风廉政建设责任制清单管理的调研报告——以四川部分高校为例

摘　　要：推动"两个责任"的落实是党风廉政建设的关键,而按照主体责任和监督责任的划分,根据不同岗位的内容、特点制定具有可操作性的个性化责任清单,实行清单管理,对落实"两个责任"具有重要的基础性作用。通过调研发现,当前四川部分高校在党风廉政建设责任制清单管理方面存在一些问题,主要表现为认识不到位、内容不明晰、操作性不强、监督与评价缺失等。进一步深化与加强党风廉政建设责任制清单管理,首先要提高认识,其次要从对象确定、内容制定、程序设定、清单运用及评价等方面入手,构建切实可行的清单管理体系。Putting ＂two responsibilities＂ into practice is the key to construction of the Party＇s working style and honest administration. Management abiding by operable responsibility lists made according to the contents and characteristics of different positions by setting a clear boundary between subjective responsibility and supervision responsibility lays the foundation for the implementation of ＂two responsibilities.＂ It is discovered during researches that universities in Sichuan lag relatively behind in terms of responsibility list management for construction of the Party＇s working style and honest administration, mainly demonstrated as insufficient consciousness, vague contents, low operability, lack of supervision and evaluation. Further enhancement of management lists should first start from elevating the consciousness, and measures must be taken from perspectives of identification of objects, setting the contents, making procedures, using the lists and assessments, so that a feasible management list mechanism can be established.
