摘　　要：科技兴海是天津海洋经济科学发展的战略核心。由投入—产出—绩效角度构建海洋科技创新能力分析框架,对《全国科技兴海规划纲要(2008—2015)》和《天津市科技兴海行动计划(2010—2015)》实施期间天津海洋科技创新现状和存在的问题进行了分析,并与山东、江苏、浙江、福建、广东等5个海洋经济创新发展区域示范试点地区进行了对比。通过对天津海洋科技投入、产出和绩效的分析,从强化海洋科技基础研究、构建新型企业创新体系、搭建科技创新服务平台、创新涉海金融支持体系、加强海洋科技人才培养等5个方面提出了天津海洋科技创新发展的对策建议。Invigorating the Marine Economy through Science and Technology（ IMEST） is the strategic core of scientific development of the marine economy of Tianjin Municipality. In this paper,an analysis framework of marine science and technology innovation capability is established in the aspect of Input Output Performance to discuss the current situation and problems of marine science and technology of Tianjin during the period of implementation of ＂Outlines for Plan on the National Invigorating the Marine Economy through Science and Technology（ 2008—2015） ＂and ＂The Action Plan on Tianjin Municipality Invigorating the Marine Economy through Science and Technology（ 2010—2015） ＂,and comparative analysis is made with Shandong,Jiangsu,Zhejiang,Fujian and Guangdong province as the national marine economy demonstration zones. Through the analysis on input,output and performance of marine science and technology of Tianjin,corresponding countermeasures and suggestions on marine science and technology innovative development of Tianjin are proposed in five aspects – strengthening fundamental research on marine science and technology,constructing novel enterprise innovation system,setting up scientific and technological innovation service platform,innovating marine-related financial supporting system and enhancing marine scientific and technological talents.
