海外跨境高铁投资风险因素结构关系分析:以“新马高铁”为例

摘　　要：为揭示海外跨境高铁投资风险因素结构关系,有效管理海外跨境高铁项目投资风险,对相关文献及海外高铁投资案例进行归纳分析,建立海外跨境高铁投资风险因素体系;运用解释结构模型对新加坡-马来西亚高速铁路(简称"新马高铁")项目投资风险因素体系进行层级划分,绘制风险因素结构关系图,找出"新马高铁"项目投资中的直接风险、源头风险以及过程风险。研究结果表明,该方法能正确揭示各风险因素间的结构关系与影响机理,与实际相符,具有一定的参考价值。In order to disclose the structural relationship of risk factors in overseas cross- border high- speed railway investment and manage investment risk effectively,this paper establishes the risk factor system of overseas cross- border high- speed rail investment on the basis of relevant literature and cases. Then,interpretative structural model is introduced into Singapore- Malaysia high- speed railway project to divide the investment risk factor system into layers and draw the risk factor structure diagram. According to the hierarchical relationship of the interpretative structural model,direct risks,fundamental risks and process risks are found out. The result shows that the method can disclose the structural relationship and influence mechanism of risk factors,which is in accordance with the actual situations and has practical value.
