摘 要:为了提高接入高占比可再生能源(RES)智能电网的效率和效益,在规划和运行时都需要有效利用各种灵活性资源。基于第23届国际供电会议(CIRED 2015)圆桌会议5(RT5)的内容,文章介绍了在电网规划和运行中使用灵活性资源的思路,并给出了欧美国家提高系统效率的实际案例,主要侧重于配置灵活性资源和降低网络损耗两个方面;最后介绍了一些与降损节能相关的法令政策。案例研究结果表明,通过灵活性资源的合理配置可以显著改善电力系统的运行效率,提高成本效益,这是中国高占比RES智能配电网研究中应重点关注的一个方向。It is necessary to efficiently utilize various flexibility resources in order to improve the efficiency and cost- effectiveness of smart grids integrated with highly-penetrated RES. Based on the discussions presented in Round Table 5 CIRED 2015, the paper introduces the methods of utilizing flexibility resources in network planning and operation. Practices w.r.t. improving system's efficiency in different countries are also demonstrated, mainly focusing on deploying flexibility resources and reducing network losses. Finally, some directives related to loss reduction and energy saving issued by EU are introduced. The results of the case study shows that the system with flexibility resources properly deployed and explored can be significantly efficient and cost-effective, which indicates a promising research area we must concern.
