2015年《普通高等学校图书馆规程（修订）》评述——新、旧《规程》的比较探讨

摘　　要：《普通高等学校图书馆规程》的公布是适应新形势的需求，针对高校图书馆发展所面临的问题和挑战所作的系统性调整具有很强的现实性、指导性和可操作性。本文将2015年颁布实施的《普通高等学校图书馆规程》与2002年颁布实施的《普通高等学校图书馆规程》中“图书馆定位、职能、任务、管理体制、文献资源建设、工作人员和服务”进行逐条对比，结合修改背景、时代特征以及图书馆改革发展困境等角度从形式和内容两个方面对新旧规程进行评述研究。为高校图书馆员学习新《规程》作出的参考，也为图书馆员的工作实践提出指导建议。Publication of ＂Regulation of the General Higher Academy Library ＂ is to adapt to the demand of the new situation, in view of the problems faced by university library development and challenges of systematic adjustment has a strong practical and guiding and operability. The paper will be enacted in 2015, the common colleges and universities library regulations enacted in 2002 ＂ regulations of common colleges and universities library＂ in ＂the library orientation, functions, missions, management system, literature resources construction, staff and service＂ to carry on the detailed comparison, combining with the modified background and era characteristics and library reform and development from two aspects of form and content of the old and the new rules are studied. For university librarians to learn a new reference to the ＂regulations＂ also guiding Suggestions for the work of the librarians practice.
