浅析“十三五”期间西藏农牧区全面建成小康社会的挑战与机遇

摘　　要："十二五"期间,西藏经济社会取得了一个又一个发展的奇迹,尤其是农牧区,无论是经济总量还是农牧民人均水平,还是社会事业发展情况都得到了大幅度提高,西藏经济综合实力明显增强。"十三五"时期是西藏全面建成小康社会的决定性阶段,必须解放思想,开拓进取,主动适应新常态,加强基础设施建设力度,牢牢锁定贫困人口和贫困村镇,大力推进精准扶贫,促进经济社会持续健康发展和长治久安,确保到2020年与全国一道实现全面建成小康社会的宏伟目标。：During the ＂12th Five-Year＂plan,the economy of Tibet created a miracle ana especially m the countryside a great improvement in income and the living standard as well as the social develop- ment is taken place so far. The ＂13thFive-Year＂plan,as a matter of fact,is a crucial and determined moment for the creation of an entire affluent society of Tibet. Therefore,it is now essential to emancipa- ting of the mind,forging ahead,adjusting new circumstances,improving the basic infrastructures,targeting in the people who are in poverty and finally pushing forward the undertaking of building a sustainable, stable and healthy society in order to realize the aim of building a completed affluent society of Tibet in 2020.
