摘　　要：近十几年来,欧美发达国家兴起了一批专利聚合机构,即将分散的专利进行汇集、管理和经营的经济组织。"专利聚合"这种商业模式在国内外引发了广泛的关注和争议。本文以高智发明公司为例,从正反两个方面探讨了国外专利聚合机构对于我国创新的推动价值和潜在的危害,并提出了对其进行监管和规制的政策建议。Some patent mass aggregators have sprang up in the developed countries of Europe and the United States, which aggregate lots of separated patents to take them into management and operation. However, the business model of ＂patent aggregation＂ has also led to widespread concern and controversy in the domestic and foreign. With Intellectual Ventures company as an example, this paper discusses the promoted value and potential harm of mass aggregators from positive and negative aspects, and provides some policy suggestion for the supervision and regulation of foreign mass aggregators.
