摘 要:农地确权后,农户对农地转出多持中立或否定的态度,这与产权明晰促进交易的产权理论大相径庭。文章探讨了资产专用性对确权后农地流转的作用机理,并运用吉林省9市1444个农户数据对其进行实证分析。结果表明:农地确权后,土地资产、农业资产、地理位置以及人力资本等专用性抑制农户转出农地,农业资产和人力资本专用性抑制农户提高农地租金,而社会资本专用性则分别存在促进作用;农业资产、地理位置以及人力资本等专用性抑制农户更长时间转出农地;农业资产专用性对转出农地须要签订合约具有抑制作用,而地理位置专用性则存在促进作用。Farmers’attitudes toward farmland transfer have mainly been neutral or negative after land registration and certification,which is in direct conflict with the property rights theory which is aimed at the clear property right to promote transactions.This paper focuses on the mechanism of farmland transfer after land registration and certification,which starts from the dimensions of asset specificity and analyzes empirically by using 1444 household data in 9 cities of Jilin Province.It shows that:(1)the specificities of land assets,agricultural assets,geographical location and human capital of farmers have restrained farmland transfer,while the specificity of social capital plays a promoting role on it;(2)The specificities of agricultural assets and human capital constrain farmers to increase rent of agricultural land,while the special nature of social capital promotes it;(3)The specificities of agricultural assets,geographical posi-tion and human capital restrain farmers to transfer the rural land for longer terms;(4)The agricultural asset specificity has an inhibitory effect on the transfer of agricultural land,while the special nature of the geographical position has a promotion effect.
