沈阳市中小企业与技术创新服务体系互动的实证分析

摘　　要：分析了沈阳市2002—2013年中小企业技术创新及服务体系的发展状况,探讨了两者之间的互动关系。从四个方面提出完善沈阳市技术创新服务体系的对策建议:转变政府职能,加大政府支持力度;完善金融支持体系,增强创新发展动力。探索多种产学研合作模式,提高合作水平;提高中介机构服务质量,发挥联结作用。The development of technology innovation and service system of small and medium enterprises（SMEs）of Shenyang in 2002-2013 is analyzed,and the interaction between them is discussed.The corresponding measures and suggestions are proposed,including changing government functions,increasing government support;improving the financial support system,and enhancing the power of innovation and development;exploring a variety of industries,researching cooperation mode,improving the level of cooperation;improving the service quality of intermediary organizations which can play a connecting role.
