摘　　要：责任的确定与明晰是重大行政决策责任追究机制的基石,而责任追究机制的有效运行则需要以现行行政问责制的完善与落实为基础,并辅之异体问责制与巡视制,进一步发展责任追究机制,使重大行政决策的权责始终一致。The definition and identification of the accountability of major administrative decision-making is an important cornerstone of Accountability Mechanism,while the effective operation of the accountability mechanism needs to be based on the perfection and implementation of the current Administrative Accountability System,supplemented by the Allogenetic Accountability System and the System of Inspection.Further develop the accountability mechanism to make the power and responsibility of major administrative decisions always consistent.
