摘　　要：利用数据统计及归纳演绎综合分析法对"公开招标——合理最低价中标"招标模式进行局限性分析,并结合实践中对施工企业所碰到的串、围标行为的风险评价,提出相关企业如何规避甚至利用上述投标陷阱的新型投标策略以实现自身的合理中标,以期推动招投标领域在公开、公平、公正制度方面作进一步完善。This paper makes most of comprehensive analysis method of data-statistics（DS） and induction-deduction（ID） for ＂ public tender -the lowest reasonable price＂ bidding mode to evaluate the limitations.Though assessment of the risks of together-con- spired biding behaviors which the construction enterprises usually face in practice, we put forward to some new bidding strategies of how to avoid or take advantage of as said tender trap ,to win the bid reasonably; which will absolutely promote the further development and improvement of open,fair and justice system in construction bidding field.
