摘　　要：政府购买公共服务引入有效的公众参与机制,既有利于增加政府购买公共服务的透明度,尊重公众的选择权,监督公共服务承接主体,也有利于实现政府购买公共服务的目标。就当前公众参与政府购买公共服务的实践来看,在广度和深度方面均存在问题,难以对政府购买公共服务形成有效的程序规制。从节约财政资金并为公众提供优质、高效的公共服务的角度而言,只有建立有效的公众参与制度,才能拓展公众参与政府购买公共服务的广度和深度。Government purchasing public services should be the introduction of effective mechanism of public participation,which is helpful for increasing the transparency of government purchasing public service,supervising of the public service provider,ensuring that the reforms of government purchasing public services gain public recognition and support.At last we achieve the goal of government purchasing public service.The independent status of the public,the channels of participation and the appropriate patterns of participation,the active participation and participation ability of the public,are the basic conditions for the effective participation of the public.If the public can realize the effective participation, the system is the key.
