摘 要:根据"十二五"期间吉林省机动车,特别是电动汽车发展现状及国家和省内关于新能源汽车发展的相关要求,对"十三五"期间吉林省电动汽车主要发展模式及充电基础设施发展存在的相关问题,包括电池低温技术瓶颈、对充电基础设施发展的重视程度不足、充电基础设施的使用率较低等予以分析,并指出,充电基础设施规划与建设应遵循科学高效原则,与区域总体规划和路网规划相协调,与电动汽车泊车的时空分布基本匹配,与地区电网规划,特别是配网规划相协调,应符合环境保护和防火安全要求。According to the current state and the developing trend of the motor vehicles,especially the electric vehicles and the related state and province requirements regarding to the development of the new energy vehicles in Jilin Province in the 12 th Five-year plan,this paper analyzed the main development mode and the important problems of the charging infrastructure in Jilin Province in the 13 th Five-year plan,including the bottleneck of battery low temperature technology,inadequate attention to the development of charging infrastructure,the low rate of charging infrastructure utilization,etc.The paper also pointed out that charging infrastructure planning and construction should follow the principle of scientific and efficient,coordinate with regional master plan and road network planning,basically match for the time and space distribution of electric vehicle parking,coordinate with regional power grid planning,especially the distribution network planning,and meet the requirements of environmental protection and fire safety.
