甘肃省财政金融支农政策对农村减贫效果研究

摘　　要：为分析甘肃省财政金融支农减贫效果,构建了财政金融支农减贫绩效评价体系,利用POVCAL软件对贫困指标进行测度后,运用DEA方法对甘肃省2002—2013年财政金融等资金的投入产出效率即减贫绩效进行了有效性分析。结果表明:甘肃省贫困各指标维持在较低水平,总体减贫效果明显;2002—2005年,甘肃省财政金融支农的减贫绩效达到最优,其余年份为非DEA有效,但减贫效果正向最优状态发展;农户自有资金运用对农村减贫作用明显,财政支农减贫效益次之,金融支农减贫效果最差。最后为进一步提高减贫效率,提出了针对性建议。In order to study the rural poverty reduction as influenced by the agriculture-aiding policies of finance and banking in Gansu Province,a system of evaluating the poverty reduction performance for finance and banking to aid agriculture was established,and after calculating the poverty index by the POVCAL software,the input-output efficiency or poverty reduction performance of funds from finance and banking in Gansu Province in2002—2013 was analyzed by the DEA method.The results showed that all the poverty indexes of Gansu Province were at a relatively low level,being obvious in an overall poverty reduction effect;The poverty reduction performance was optimal between 2002—2005 but non-DEA effective in the rest of the years though the poverty reduction effect was developing to the optimal state;In terms of rural poverty reduction effect,the farm household self-possessed fund was better than the fund from finance,and the fund from banking was poor.Finally,some suggestions were made to further improve the poverty reduction performance.
