基于碳排放的广东省土地生态补偿研究

摘  要:为了解广东省碳排放情况及各市碳排放的差异性,以2008年土地利用数据为基础,计算土地碳排放量及碳排放强度,利用GIS分析广东省的碳排放空间分异。采取国际通用的造林成本法和碳税率法,对各市的生态补偿标准进行测算。结果表明:2008年广东省21个地级市均为碳源区,根据碳排放空间分异,高碳排放区有广州市、深圳市和佛山市,中碳排放区有珠海市、东莞市、惠州市和中山市等4个城市,低碳排放区包括湛江市、茂名市、河源市和梅州市等13个城市;根据碳排放量和不同固碳价格计算各市的生态补偿额度范围,其中以广州市生提供的态补偿最高,补偿标准为50亿元—517.37亿元,而河源市提供补偿最少,补偿标准为1.35亿元—13.72亿元。同时针对广东省的碳减排和生态补偿提出了建议。In order to understand the carbon emissions and its difference in the Guangdong Province and municipalities, we calculate land carbon emissions and carbon intensity based on land use data in 2008, analysis differentiation of Guangdong Province by GIS spatial. By taking the cost of international common law reforestation and carbon tax france, ecological compensation standard is calculated on the municipalities.Studies have shown: 21 cities in Guangdong are carbon regions. According to the partition carbon intensity, high-carbon emissions district includes Guangzhou, Shenzhen and Foshan,moderate carbon emission zones are Zhuhai, Dongguan and other five cities, low carbon area includes Zhanjiang, Maoming and other 13 cities; According to carbon emissions and carbon sequestration in different price range to calculate the amount of ecological compensation municipalities, state compensation for the highest standards of compensation which Guangzhou provided 5-51.737 billion yuan, the Heyuan provide compensation at least, the compensation standards 0.135-1.372 billion yuan.Meanwhile, there are some proposals for carbon emissions and ecological compensation of Guangdong Province.
