摘  要:我国的公租房建设遇到的最主要问题就是融资困难,政府用于保障房的投资额远远不及保障房建设的资金缺口。在政府大力推行PPP模式的背景下,构建一个合理有效的公租房融资体系,为社会资本提供新的融资渠道,是公租房持久建设运营的保证。本文通过以公租房建设中契约型REITs融资模式为例,分析融资体系中的资金循环性,通过对融资体系的关键资金流动力因素以及牵引机制的分析,对我国的公租房REITs融资提出相关的建议。The main problem of the construction of public rental housing in China is financing difficulty, the amount of investment of government for security housing is far less than the construction fund of security housing. In the context of the government vigorously promoting the PPP model, building a reasonable and effective public rental housing financing system to provide new financing channels for social capital is the guarantee of the construction and operation of public rental housing. This paper takes contractual type REITs financing model in the public rental housing construction as an example to analyze the circulation of funds in the financing system. Through analyzing the key factors of capital flow force and traction mechanism of the financing system, this paper puts forward the related proposals for the public rental housing REITs financing in China.
